Teachers in managing the learning is not easy because often find that students sometimes have difficulty in learning (Jaworski, 1994: 83). Therefore there is no right way to teach. And a multitude of facts obtained that is not easy for teachers to change teaching style (Dean, 1982: 32). While we as educators are required to always make the learning method in accordance with the demands of changing times (Alexander, 1994: 20). Judging from the lecturer or teacher's teaching style, there are two polar views of the results-oriented and process-oriented.

If teachers are required to innovate learning then he should be part of a system that promotes innovation as well. Given the teacher in organizing learning often use the textbook as a reference, then so too can become an obstacle for its innovation efforts (Schifter, 1993). Furthermore, he stated that if the teacher has had the desire to innovate, so it may not necessarily occur if policymakers do not give a chance for it. This shows how the concept of plural potential disagreement from the start point for educational innovation.

Competency-based education, now as an alternative to organized learning that emphasizes the skills that should be owned by the graduates; curriculum was developed based on the elaboration of a basic skills competency standards. Standards of competence is an ability that can be performed or displayed in learning, while the minimum basic skills is an ability in the subject which should be owned by students. Basic skills may include the ability of affective, cognitive and psychomotor. The core of the curriculum is competency based on contextual teaching and learning (CT & L), meaningful teaching, attention to life skills in the form of generic skills (personal skills, social skills, academic skills and proficiency skills).

All abilities or competence developed was assessed by the principle of authentic assessment that is not only on memory and comprehension level but up to the application. So that teachers can create learning innovations can make a passionate enthusiasm for student learning, there are some concepts that need to be understood about the nature of science includes understanding each field, the nature of the subject students, and changes in attitude and implementation associated with the change of paradigm.
